Because hate crime is fucking made up. And they didn't classify anything as "hate crime" until the last decade or so, because it's a made up thing. So you can't use "hate crime" or "hate speech" or any of your other loaded terms for anything, because they're literal figments of your imagination. Really? Fewer than 8K hate crimes per year in a country of 330M people, and you see a problem? Out of ~1.1M violent crimes, mind you....
It should also be noted that violent crime rates have fallen by ~1/3 over the last three decades.
